I'm not sure when the French dropped the "s" in respondre but I'm pretty sure it's "r�pondez s'il vous plait".

And to be completely correct, there is a circumflex accent on the "i" of "pla�t".

I'm no french expert but I never took it as french, i always just regarded it as "reply soon via post" lol
