It essentially means that something is easy to achieve and stems back to the 19th century. It came into common use after the general political abuses of the then Lord Salisbury, who made a point of appointing relatives to plum positions - including in government. The ultimate case was the elevation of Balfour who was unexpectedly made Chief Secretary for Ireland by his uncle Robert, (Lord Salisbury).
