16a "Using tongue like this you'd wear out a whistle" (7,5) Looks like "rhyming slang" but can't see why. Can anyone enlighten me?

Yeah I had thought about cockney but still can't see the connection. Maybe it isn't rhyming slang but the letters are -h-m-n-/s-a-g so it looks like it.
Tongue just means language - so the clue's just saying that if you're using rhyming slang you'd call what you wear (outside), ie. a suit, a whistle
