Zombies will rule the streets this month,but it;s carnival that brings this town alive each year,including a notorious night of debauchery. Get into the party spirit, then walk off your hangover in the shaded streets. Generations of artists have found inspiration here. Name the town.

The answer is Sitges in Spain
Carnival town on the coast, has an artsy reputation from the 19th century. Facundo Bacardi founder of the brand was born there and one of the many carnivals is the Rua de la Disbauxa, or the Debauchery Parade, and the Sitges Zombie Walk is on October 14.
I can't suss out how to attach a photo of the old coastal fort at Sitges for you to see its the same as in the clues. But if you google the old fort at Signes you should get images to convince you.
