1A Skip magistrate without a pause (- U - P)

I have come up with possibly 'jump' but don't understand how it fits with the clue. Can anyone explain, or have I got it wrong?

JP = Justice of the peace
UM = pause
JP is a magistrate ............ outside of "um" .......... a pause
jump (skip) = 'jp (justice of the peace/magistrate) outside 'um' (pause)
