Is this Increment or Inclement? Any help much appreciated.

To me it reads as -

15a Inclement (not fair) - in 'incRement', change r(ight) to l(eft)
Increment
I see the definition as addition.
Could take it either way - I would be inclined to take "That's not fair" as the definition, and go with Inclement, but who knows.

I read the answer as Increment where the hint is the word "AFTER" indicating that the answer is "addition" after the action of changing L for R in inclement. I do agree it is a tough one and the counter argument has merit!

The correct answer according to the Telegraph Puzzles website is INCLEMENT
The way I read the clue is - cryptic indication: what would happen if we changed the R/L in a word meaning addition? Answer: we'd get a word meaning unfair". So I'm with the Ls.
