It must be FLEMING. I had the same problem a couple of weeks ago, where a clue could have two answers depending upon an unchecked letter. It was kindly pointed out to me that in a well-ordered, properly constructed crossword the definition is always at the beginning or the end, never in the middle, so in this case the definition must be BELGIAN.
