This puzzle is a real challenge and I think it might just defeat me despite having had a full grid for some time. I'm just not getting how to replace the 10 + 2 letters at all. Perhaps a break might do the trick. I hope others are having better luck. Nevertheless I am enjoying the challenge and it's better than a puzzle being too easy.

As far as the theme and the 2 extra letters, there is really only one "elsewhere" where they can be applied to "clarify the theme". All in all an excellent puzzle; certainly more interesting and challenging than this week's Listener.

I have successfully cpmpleted this puzzle but would be delighted if someone can explain the solution to 23 down. I hope my answer (2,4) is correct, but I am flummoxed how to arrive at it from the given clue. I have the letters
A-EA-E so any other suggestion would be much appreciated.

Shoni70, you should have 3-3, it is a down clue that requires a replacement letter. If you were employed you would have been a member of that "tax system"! You may even have had 2 jobs!
I struggled with grid filling, especially the SW sector! It didn't help when I hadn't actually found all the letters that needed to be replaced, but symmetry helped!
