We think this may be a cypher puzzle.

Second Puzzle:

Those letters are the car registration prefix letters for the year after the death of the named people https://en.wikipedia.org/wiki/Vehicle_registration_plates_of_the_United_Kingdom#1983_to_2001 viz

R died 29th July 1997, and is the prefix letter starting from 1 August 1997
E died 29th July 1987, and is the prefix letter starting from 1 August 1987
G died 29th July 1989, and is the prefix letter starting from 1 August 1989

maybe the plates were available 2 days before the official issuing date
