4D. Philosopher with key used one. L?C?E? Surely must be LOCKE + R but I can't see why R is 'key'.

7D. Repeatedly looking like this, say, to annoy top dog. P?E? All I can think of is PEER , but I can't justify it.

The clue to &D actually reads "look" (="peek") "not looking".
"Repeatedly" I'd imagine refers to the fact that it "repeatedly" looks like each of the three other homophones
