I'm completely stumped here, I've completed the puzzle, which gives you 16 letters, these letters when re-arranged, make a two word news headline from Feb 1993, any help would be gratefully appreciated thanks.

I trawled the news for 1993 ( thats the year they have given, must be a misprint ) and couldn't come up with anything. thanks again. x
