15dn looks as if it's meant to be KIM JONG-IL, who's a self-styled Marshal, and it's an anagram of JOKING+M+IL. M(ussolini) called himself IL (Duce) but I don't think the wordplay's exact.

marshal [implies anagram of] 'joking' = KI JONG [in this case]
about lead for Mussolini = put M in the middle
the italian = IL
