The clue should be read as two words:
FLAG = to tire, to lose energy.
To tire = to jade.
A stone that flags/loses enery/tires is a Flag Stone.

Thanks everybody. Is "jade" really a transitive verb or "pave" in the pavement sense, really a noun this side of the pond? Still unsure therefore which to use.
jade is both a transitive and an intransitive verb.
pave is not a noun. It is a transitive verb.
