Thanks everyone. Unfortunately the answers totally mess up the top left quadrant so I'll have to rethink!
Chilli makes more sense

^^ Chilli is a pepper, CHILE is the Country
Country said - ie sounds like , so Chile sounds like Chilli
Said is in the clue ie sounds like co chile and chilli

If it was a GK crossword I would agree Baldric , but the wordplay leads to Chilli
I was thrown by SA which I took to be south Africa and it is obviously South America!
