He know wants to apply to be local taxi driver they have asked him to appear infront off licensing issue how should he deal with them.

Just explain to them what had happened and why. They should give him a chance to explain why he has a record , hopefully they will allow his application despite his record if this is all that is on it.

Being honest is the only way he can be - I imagine that they ask for a criminal records check for a job like that? - in which case, better to come clean before they find out from another source.

Boxtops , Taxi drivers need an enhanced crb check ( or whatever they call it now) It is because they may have children or vulnerable adults as passengers.
Thinking about it, in the questioners case a conviction for violence against a woman may cause the board to rule him out as a taxi driver.
Elley your friend will have to plead his case before the board but there is a chance they will refuse him, as he has a conviction for assault on a woman.

Even if he still has his taxi licence , the result is the same , the conviction means he has to go before the board to ask for an exemption.
