'altered' is the past tense, 'amend' isn't altered = AMENDED, 'this morning departure' means get rid of the AM to leave ENDED which is synonymous with 'wound up'

Other answers suggest emend but I may have something wrong !

being wound up = end
I went for emend as the clue says altered which is am for morning,so I thought emend.
