With the valuable assistance of fellow contributors here I now have a completed grid, but still a few loose ends to tie up. I presume the silver cells spell MATLOCK, and that the race is the Derby, giving DERBYSHIRE as the racehorse. Five of the unnumbered clues' answers can have Shire Counties removed to create new words as the grid entries, but I can't see the significance of the other 8 unnumbered clues' answers, the first three of which are BORDER, BUS and GRAINED - how do these relate to the 5 counties please, and what is exceptional about these counties ?

The other 8 clues' answers, either individually or combined, are anagrams of the five counties' county towns eg GRAINED = READING, BUS + YEARLY = AYLESBURY, BORDER + TWIG = TROWBRIDGE. The six counties including Derbyshire are exceptional in that they don't share a name with their current county town.

Thanks for tidying up those loose ends cruciverbalist - this one was perhaps just a little too convoluted, or maybe the preamble could have been clearer - in any case it's always a shame when you can complete the grid without appreciating the theme fully.
