Interestingly (some might say), DEGENERATION possibly fits the word play better than UNREGENERATE, in that non-libertarian setters would always indicate the removal of a word/abbreviation/acronym of two or more letters which did not appear consecutively in the anagram fodder with another 'disturbance' indicator, so here "...with no ID unfortunately", say. Of course, the definition here is unequivocally for UNREGENERATE. And if the word play were in fact to be used in a clue for DEGENERATION, the word 'drunken' is superfluous...or else 'ruined' is, though that would then require a bit of a stretch in the reading of the word play...there, I told you it was interesting...:-)
