I've done this, but am stuck on the parsing of one of the thematic answers, 9. "Cross about leading member of the establishment (4)." Answer seems to be ZERO, which fits the theme, but if "leading member of the establishment" is E or ER, why is ZRO or ZO "cross"?

ZERO [this is one of the themed clues]

cross = ZO - a hybrid of a yak and a cow
leading member of the establishment = E.R.
