Funny old puzzle, this. Got the 'theme' but still don't understand it!

also not really sure about 4a At Hove run across hard **** (7) We thought shingle but can't parse it.

I wonder if the clue is complete. Asterisks are used in classical texts to denote lost fragments so if there is a word missing, like dealers or merchants, then that would be fine.
