Funny old puzzle, this. Got the 'theme' but still don't understand it!
Stuck on the last couple:

20a **** uncovered scrap (6) ?a?m?n
also not really sure about 4a At Hove run across hard **** (7) We thought shingle but can't parse it.
Any help much appreciated

Could be but I am confused by the asterisks at the beginning.

I wonder if the clue is complete. Asterisks are used in classical texts to denote lost fragments so if there is a word missing, like dealers or merchants, then that would be fine.

Uncovered suggests the removal of the first and last letters.

It would appear that the theme is anagrams of languages. Thus ragmen is an anagram of German.

I was not correct in my analysis of 20a. A fragment is a scrap, and when removing the first and last letters you have ragmen,an anagram of German
