I just took it as an anagram of reef and crawling referring to swimming!

coral is animal life not plant life but it is not free swimming as it is permanently attached to the ocean floor.

As already said, believe the Crawling is SWIMMING. A rocky (suggesting an anagram)of Reef FREE. It is unlike fixed coral.
