Many thanks to all who replied - particularly captain2 for digging out the 1970 reference - not quoted by any of the Google references I trawled through!
Apparently the more common/longstanding term is a poverty of bagpipers.
I used to love Mull of Kintyre but I heard it again last week and thought "what a dirge"

Interesting comment, fictionfactory. The sound of the pipes is rather awful, yet there is something about it that inspires.
Do you know why the bagpipe player walks while playing?
Because it is harder to hit a moving target.
