Personally I think it is a bad idea but one which is much more likely if Britain leaves the EU, as the UK would have vetoed it.
The election of Donald Trump won't have helped either : if he pursues a policy of isolation that weakens NATO then that will strengthen the hand of those who advocate it

OP - a European army will be a disaster (the French will argue that everyone speaks French- others will argue otherwise). They'll spend ages on that. A fortune will be spent ineffectually on the 'delusions of grandeur' of Junker. (Look up what his name means and his background.)
