Tsar I would say
Although Csar is an alternatve ?
They both mean the same thing but Tsar is the more common
Or Czar?

I thought that too, but both spellings apply.
Either should be acceptable but I would go with Tsar

as it is derived from the latin for caesar I would go for csar
