Dunno, only thing I can come up with is that lumina is from the latin lumen(light),See the light?

Many thanks to all who answered. Fiction Factory - yes IWCP is local paper Isle of Wight County Press. Only word that fits is Alumina (anagram of manual+i) - has to be answer but don't see the connection with clue.

I'm still doubting this even though it was my suggestion. Not only is ALUMINA undefined, i'm also not sure that we should be using i (one) for the A- the clue may have been better saying one designed..Nor am I sure why it says "so they say"

Is it the exact full clue? Is there another word ? Are all the letters definitely right?

Definitly the full and correct clue. All the other letters are also definitly correct. (1st 3 are simple anagrams, last letter - i - is from other missing answer (waist).
Anyway i've posted it now so many thanks for your efforts.

I'm confused now. You initially said last letter of 11a was same as SECOND letter of 9d ie 'A'
Now you're saying 11a ends with 'I' whichnis the third letter?

Must be a setters'error or misprint. Has to be a word after 'to be' to make sense. 'Designed' is prob the anag indicator
