Hot Water Not Heating From Bolier

I've got an unvented (Tribune HE) domestic hot water system & my boiler is not firing up to heat the tank when the programmer comes on.
I've done some basic fault finding and suspect that it's the dual tank stat that is at fault - there is power going into the stat but nothing coming out (however I twiddle the temp setting) even though the water is only lukewarm in the tank. I suspect that the 'high temperature limiter' part of the stat may have tripped for some reason.
The stat is a Range TS207 - like this :

The manual talks about a 'manual reset' button (presumably under the little black cap) - when I remove the cap there is a small rod protruding - but this won't 'click back' into a flush position when pressed.
Am I correct that this is indeed the 'manual reset' procedure - if not than what do I do?

PS - I've got a 'home emergency' contract which will (I hope) fix the problem if necessary - but I don't want to look a prat if they just come and push a button ...
