I think that the only five letter capital city that would give you the "k" in the right place is Dakar, capital of Senegal, but can find no connection with the clue.

Well 29 across is CRITERIA which makes the last letter of 24 down I.

Must be DELHI, which does not seem to work with 27 across.

I agree that take over and Delhi seem right, so it looks like an error. Is it today's FT? i'm surprised there seems to be no discussion about this elsewhere on here or other forums
