An interesting use of the word ‘Publish’. The Report will not be available for you or me to look at. It can only be viewed by MPs only and they are not allowed to take a copy out of the Commons.
It will be interesting to see if any of it is redacted or omitted. The 50 other Trade Impact Assessments ended up as a couple of sides of A4.

It should be published, but I'd suspect there is a concern that the public won't be experienced enough to interpret it well by themselves and would be subject to any rumour interpretation put out by those trying to sway public opinion. One has already experienced the propaganda campaigns during the pre (and indeed post) referendum period. So not overly surprised it isn't for general consumption at this point.
