19d where one might find nine in a confused state(2,3) is at sea, I think. Anag of state. Also at sea means in a confused state. But why nine?

Sorry just realised it refers to the seafarer in 9a
Check the answer to clue 9 - it ties together.
Presumably it relates to either 9a or 9d
What is the clue for 9 ?

But what about fiction-factory’a observation that ‘at sea’ is not an anagram of ‘state’? Surely the clue implies that it should be? Are we looking at a dodgy clue here?
"Confused state" is the definition, not an anagram indicator.

Yes, I think, on reflection, you’re all right. I was too anxious to justify my initial impression about ‘confused state’ being a pointer to an anagram. Would have been a good one though - if only the spelling had worked!
