There are barriers between the police and the ethnic cultures certainly.

The continuous link in this dreadful butchers bill in the country appears that most young black victims and perpetrators have no male role models. Call me old-fashioned, but if I had information that may lead to the arrest and conviction of a murder suspect when the victim was from my "community" (or indeed from anywhere else) I would offer it freely.

I don't know what criteria they use when deciding to offer rewards in cases like this, Gang related crime is ruled by secrecy - maybe there's a hope that a reward may help infiltrate the inner circle.

NJ, the people likely to have any information are probably not law-abiding citizens and therefore not likely to come forward without some form of incentive.
