Azed 2418 - Confirmations And Parsing Help Please

25a Under-secretary? No longer compliant (7) SUB _ ISS
Obviously SUBMISS (compliant). Under = sub + miss for "secretary no longer" ??
Is this something to do with that in years gone by secretaries were referred to as "miss" but that is no longer PC?.... or does it parse differently?

Presumably AGIN. (agin/against = Con as in pros and cons) but how does the rest parse please?

I think this is DEWAR and will parse provided dewar is some form of military encampment
