Much has been said that the BP did not have the data that Labour had over a long period concerning the seat but the BP perhaps didn't persuade the voters that Ms Forbes' views were incompatible with her own Party values.
It would seem, however, that there were enough Labour voters who are prepared to overlook her conduct. Curious.
Ms Forbes clung on by offering a bland message of hope and working to make pledges for funding in areas which offers nothing concrete.

Peterborough is one of 8 areas in England piloting an "electoral fraud" combatting scheme

if the by-election was as tainted as you suggest, SR, then it would appear that the scheme is 100% fail.

In the 1980s when the Russians occupied Afghanistan, the CIA funded Mujahideen, who were Jihadist foreign fighters. One such Jihadist was a young Jordanian, al-Zarqawi (remember him?). He took the CIAs money and set up a military training camp in Afghanistan. The Mujahideen were successful, and the Russians fled. Al-Zarqawi returned to Jordan and founded the Jihadist group Jama'at al-Tawhid wal-Jihad, which later changed its name to ISIL (and then ISIS).
Osama Bin Laden followed the same career path. Took the CIAs money in Afghanistan where he was trained by US special forces to attack the Russians, and next thing you know, he founds al-qaeda and the Pentagon and Twin Towers are being attacked.
Of course it could be a coincidence that Zarqawi and Bin Laden were both in the employ of the CIA, and both went on to found fanatical terrorist groups. But perhaps it was more of an unintended consequence.
More recently the CIA have been training, funding and encouraging those plucky Syrian Freedom fighters who have an uncanny resemblance to fanatical jihadists. So The same mistakes are being made, and the successor to Zarqawi and Bin Laden has probably already been created.

So nearly 7,00 out of Labours 10,000 votes were postal, nothing dodgy there then.

3. Postal votes
Labour realised its core supporters might suffer from voter fatigue after four years in which there have been two general elections, an EU referendum, and local and European elections. So Labour voters were encouraged, more than any other year, to vote by post. It appeared to work – turnout among postal voters was 69.4%.
