In what sense does steamed mean drunk please?

The continued use of UP by compilers to mean at university seems to me to be 50-100 years out of date. I've never head anyone say it

Thanks all! I've heard "up" for "at university" many times, though perhaps not in the last 20 years. But then I have never heard anyone use "steamed" to mean "drunk" - which is why I asked the question. The urban dictionary doesn't really distinguish between "***" meaning "drunk" and "*** off" which implies anger.
PS The asterisks aren't mine - the literal meaning is "urinated!"
