Well firstly there is not a 21a therefore the clue is obviously wrong.
I also don't see that the answer that I have for 21d fits the second part of the clue. I have parsed the first part, and I am going with my answer for that, and I am just ignoring the second part!

The phrasing "like 21 across answers here" breaks down to "like [answer to 21] across answers here", so "like PAIRED across answers here".

With the answer being ANAGRAMS, it's saying that paired across answers are anagrams. Which, indeed, they all are.

I missed that theme also - but managed to finish without it. Only when I have gone back just now have I realised that all the across clues have a paired answer that is an anagram of it!
