It has to be either beta or beta. Where does weak figure in it.

I must be wrong with 14d. "Land of Hope and Glory " would go down with large exposure for him. (5) I had Elgar as the answer. Hence that is why I had e as the second letter ?e?a.
Any suggestions for 14d.
