Dress coat perhaps made to officer's requirement. Ans "order arms". I know that "order arms" can be the command of an officer but can't get the dress coat bit. Thanks

Not a very good clue as it is a very rare event for an officer to make such an order.
Danny - isn't a Drill Sergeant (eg, I'm guessing that's who calls the commands) a non-commissioned officer? That would seem to fit for the clue's purpose.
Seargents etc are non-commissioned officers but officers on it's own implies meaning lieutenants and above as in the phrase 'officers and men'. Perhaps I am being too picky.
Dress (align soldiers in order on a parade ground) + (coat of) Arms
