Yes they are. Despite all their additional and more onerous restrictions which have, in the main, remained in place longer than in England, Scotland currently has a greater number of daily reported infections and a greater number of people in hospital with Covid (both per head of population) than England. This is despite England having a population density some six times higher than Scotland.
Ms Sturgeon's strategy throughout has been to impose harsher measures, introduce them earlier and retain them longer than Mr Johnson's efforts in England. Leaders of the devolved nations (and to a lesser extent, Mayor Khan of London) have deliberately chosen to be at odds with the UK government (deciding matters for England only) because they could, not because it was sensible. They needed to be seen to act differently to burnish their credentials. Well they've done that and a lot of good it's done them. But somehow I suppose it will the Westminster government's fault.
