found a similar clue from 2018 .seasons in the case of Blackpool :rainy or windy ..labyrinthine
anagram ..rainy in the bl (BlackpooL)
Mally labyrinthine is 12 letters and I don't think that it means changeable.

8d. Agree, setter error I reckon. Labyrinthine = windy (as in winding not blowy). Anagram as Mallyh said rainy in the. Not sure about the I recalled though - can't make anything of it with only 1 I.
I suspect that it's LABRYNTHINE, which seems to be a common mis-spelling of LABYRINTHINE. I'm not sure whether some dictionaries recognise that spelling, or whether it's a mistake on the part of the setter.

LABRYNTHINE is an anagram of "IN THE" + "BL" (the "case" of Blackpool) + "RAINY", minus the letter I ("I recalled"), with "changeable" indicating the anagram and "windy" as the definition.
