I can see both Rome and rump would fit but cannot find the wordplay.

Ok, I think I have figured it now.
Ur was a city and Boris is MP

Yes, thanks. The stars came from a word that is a synonym for rump.
Ur (city) reversed & mp reversed for pm (doing a u turn)

is *** part of the clue. Boris is PM and Ur is a city (historic) so maybe RUMP ... but I cant see teh defanition unless *** was B U M or bottom or A R SE or similar
