Are non-league teams allowed? If so, 21 could be Poole Town who play in the NL Premier. In betting terms, a pool of money is shared between winning ticket holders, i.e. Placepots.

Good morning everyone.
I agree with Airdrie for No.16. but I have Portsmouth for No. 21.(a mouth of a port being a part of the whole port?) Best I can come up with though.
I am lost with No. 13. A prison clock. It is probably something obvious but cannot fathom it out.
