Well, they knew they weren't supposed to be doing it. The question is
a) did they knew that the rules were a load of rubbish? Or
b) did they knew that the rules were valid, and had a lame party anyway, risking themselves, their families and the general public just before Christmas.
It has to be one or the other. I suspect the latter. I hope it's the latter, for the Tories' sake, because the former is much worse.
