Yes it does take time to get to this point but there wont be all those officers on it 100% of the time and also there will be many lines of investigation going on simultaneously.
But whatever it takes it needs to be done, as Bobb rightly points out drugs often are the underlying cause behind many other small crimes in order to fund the habit.

Supreme court has re-written the disciplinary code
specifically - "I thought he was gonna shoot me with his crutch" IS a plea that will run in criminal court
but not in disciplinary proeceedings ( we will take your gun away and you have to go back to Parks)
where - "I had reasonable grounds to beleive"

( Note to Mods: this is not to heady for the aver ABer that a plea that runs in criminal porceedings wont work in civil court? - I fear it may be)
