I don't believe one calls such failure to act, genocide. So it's not the same thing as when one nation goes to another state moving and killing those there.
That stated I don't think such a call does more than push the sides further apart and increase emotion and determination for each to continue as they chose.

while it is a serious problem it would not appear to fall within the terms of the genocide convention but there is a very persuasive case to be made that israel's actions in gaza do
the whole point of the ICJ is that all claimants are equal... south africa has made an allegation of genocide which israel has disputed. the court has now ruled that it is going to hear the case and has called upon israel to do everything in its power to protect palestinians from genocide. they can't very well say "go away and sort out your murder rate, let a rich country handle this" can they.
i suggest you read south africa's original submission to the ICJ... it is not very long, only 80 pages. this is a situation which without doubt the court should rule on.
