This is agood point, and many of the French think he's a bit of a branleur.

Dwindling birth rates need encouragement not addressing. Particularly necessary in cultures who think producing as many offsping as possible is a good thing and a duty. The Earth is not one big petri dish for humans to overflow.

The kids belong to his wife (who these days would have been behind bars in the UK)

They've been trying to increase the birth rate for some time. In our Commune in (I think) 2011 a playground supervisor made the local press by being presented with a medal  after the birth of her 5th child.  She was also then guaranteed a pension.

As someone said above, the birth rate will probably increase a lot through immigration - but I don't think that that was what Macron meant.
