I've finished apart my 23 down 'A PC? That's rare in a city like London (4)'

 

I have -R-N and pretty sure it must be WREN (author PC Wren) but don't really get the second bit. Any suggestions?

Might be something to do with the architecture of Christopher Wren - not many of his buildings in London?

I did think about Christopher Wren but there are *loads* of his buildings in London.
