outdoor pot plants

i live in a flat--no garden--i have access via an open outside stairway--i would like to line the stairs and top space with some plants--also possibly baskets attached to the railings so semi circular would be best--i want to be able to leave the plants outside all year--no room inside----there is moderate traffic immediately outside and don't get the sun on stairs until about 3 to 4 pm in summer--clearly don't want them to grow too large cos of confined space--oh and i live east central scotland--says it all about the climate--any suggestions as to what might suit appreciated

Just check with the landlords of your flat that having any outdoot pot plants won't block the way and hinder any fire escape. Lots of flats have really strict rules about not allowing any forms of obstruction on communal walkways for this reason. It would be a pity if you went ahead with planting containers and were then required to remove them for safety reasons,
