My browser has been upgraded from Internet Explorer 6 to the new number 7. There isn't an option under file to either close or open a page; there isn't a tools and internet options option. All these facilities seem to have been taken out. Has anybody else had this same problem?

The tools can be found to the right under the search bar. Or alternatively, for all the menus, press alt.
As for pages, IE7 now uses tabs, which work like pages all stored inside the main one. Ctrl+t opens a new tab. Or you can create one by clicking to the right of your current tab, just below the internet address bar.
