Can we scatter dad's ashes?

Can anyone tell me how I get permission or even if I need permission to scatter Dad's ashes in a park area?

Sorry to hear about your Dad Jayne.

Dad wanted to be cremated - Mum wanted to be buried.

So, we scattered a little of Dad's ashes around his beloved shed in the garden. Then scattered a little more from Tower Bridge into the river, as he loved London. The rest went into an oak box my nephew made & placed in Mum's coffin to be buried with her - twenty months later. So they ended up together in the end. ^8^

We didn't ask for permission to scatter the ashes, as it was only a small amount in both places.
