Can you please explain the construction for me?
In Chambers, cap 2 is the 'bowl' meaning as provided by Tichfield above and cap., the abbreviation which immediately follows means let him/her take. Of course, the letters have to be given an alternative arrangement as per the preamble and that looks like PCA. (I say 'like' because I have had only a brief glance at the puzzle, so do check that.)
