Question Author
Beak means not only a Magistrate, but also (formerly) a policeman and a schoolmaster .Wackford Squeers was the schoolmaster at Dotheboys Hall in Nicholas Nickleby.
So definition of the clue =beak.(Broken) indicates an anagram. .
(Quacks few orders) makes Wackford Squeers and Bob 's your uncle :)
